I am not certain. They required a proctored exam, and much mailing. In the current method, which I taught, cheating was more difficult to control, but I managed by restricting students to not navigate away from a test. The program I used showed if a student even clicked on an incoming email, which I had a rule would terminate the test. They now try to have Google take exams for them, but it can be prevented.
