Jo, forward me the email you got from Adsense please, together with the other document you wanted me to have a look at ;-) Writing about the riots itself wouldn't be a reason to get you banned from Adsense, if that would be the case no news site in the world would be allowed to run Google Ads! Two things that could have happened:
1. Your content was seen as promoting violence, hatred etc, that would indeed be against Adsense TOS.
2. Somebody click bombed you for whatever reason, see my blog post
