Agree with Thamisgith, it can be great for a hobby or support. It is great learning tool for HTML illiterate people and I noticed a lot of educational foundations use it too (e.g. it can be used as a site of certain classroom).

Weebly is great. The drag and drop features are easy to use and, as you say, about 95% of users won't suffer because of some small limitations.
It's a great vehicle for a hobby site or a site to support one of your main sites.
