Strange Tool Tip

I was working on a wizzle and scrolled down and saw this:

I have no idea where it came from but it's static there until I refresh the page, what I'm curious about is what is this and what is it a tooltip for? you have to admit it's saying something that makes no sense out of context- limit what in  modules? Simon?
