It might just be me, but it takes writing the novel to actually develop the characters and story-lines. They come to live shortly after the last line. That's the cue to go back to the beginning (if you're looking to publish) and tweak it.

Ah, we're two of the same here then. In that case, I recommend not spending weeks over the first page. Just charge on and write! Unless, of course, you're the type who enjoys getting it absolutely perfect.
