Derdriu, the concept of race as a shared ancestral heritage or a common genetics was not shared by all cultures,so it is reasonable to believe that Celts simply accepted people who shared their language and culture.

I have heard this claim of a thousand Ivernic speakers, but I don't think that there is an area where it is spoken. I think that these people are enthusiasts who master an extinct reconstructed language, rather like Cornish.

In my opinion, celts only became known as Celts in approx c18thC. They were known as Gauls, Gaels and Britons. Not Celts .
I am not knowledgeable enough to know if Ivernic existed or not .
